Added change in best cycle time / number of cycles calculation to opt for higher cycle times and do its best to be under total runtime constraints.

Added Ethernet Repeater special port handling consideration when port is unavailable.
Clean up UI for Base Radio/Repeater Setup
Multicontroller poller reports all controllers that failed while trying to use Ethernet, phone or modem to modem communication.
Added new Abort implementation for ethernet drivers to close and reopen ports.

Fix to DX3 statistics query.
Added DX3 statistics log decoding fixes.
Optimized StatisticsUpload log processing.
Added Statistics Upload Checksum index off by one compensation algorithm for DX2s that experience consistent checksum errors during statistics upload.
